A folder is where tasks actually live. It sits inside a project, and it is the smallest container you file work into.

More than a container, though: a folder is where the stages are defined, so two folders in the same project can move work through completely different steps. It is also where access is set, so one folder can be open to the whole workspace while the one beside it is not.

That makes the folder the unit worth thinking about. A task inherits its stages and, usually, its audience from the folder it is in.
