What is billable time?

Billable time is time somebody is going to be charged for. Marking an entry billable is what separates it from the rest of your working day.

Plenty of real work is not billable — internal meetings, admin, learning — and recording it is still worth doing, because a timesheet that only holds chargeable hours cannot tell you where your week actually went.
