What is a blocked task?

A blocked task is one that cannot move until another task happens first. You record it by naming that other task under Blocked by.

It is worth recording even when everyone involved already knows. Without it, a task that is waiting on somebody else and a task nobody has started look identical in an overdue count — and a review that cannot tell those apart cannot show you where work actually gets stuck.
